Studied medicine in Azerbaijan? What Germany checks, and when you can apply

What German law checks
Germany recognises a medical degree from outside the EU only if the training is completed: under the law of the country that issued it, it must give the right to practise medicine there (§ 3 Bundesärzteordnung; the same test stays in the new law from 1 November 2026). What matters is the country where you studied, not your passport.
| Your degree | Germany |
|---|---|
| General medicine, six years, graduated 2011 or later | You can apply. No residency needed. |
| General medicine, graduated before 2011 | A one-year internship in Azerbaijan was required then. Without it, your training counts as unfinished in Germany. Austria may still be open: ask us. |
| Preventive medicine (hygiene) | Does not count as a medical degree in Germany. |
German authorities know these files. In 2024 they decided 281 applications from doctors trained in Azerbaijan; all were positive, and about two thirds needed no knowledge exam (Federal Statistical Office). More than 2,100 Azerbaijani doctors are registered in Germany (German Medical Association, end of 2025). Every file is still decided on its own documents.
International students (for example from India) who studied in Azerbaijan: the German test looks at the country of your degree, not your passport. Whether the Azerbaijani documents for international graduates show the same right to practise is something we have not yet seen confirmed, so we check your case individually before you pay for anything.
Your route, step by step
- German: B2 to start, then the Fachsprachprüfung (medical German, C1 level) with the state medical chamber.
- Documents: diploma with transcript and hours per subject, proof that nothing restricts your right to practise, passport, CV. The exact list depends on the federal state.
- Apostille: since 16 March 2026, Azerbaijani documents for Germany need an apostille, no longer embassy legalisation. Then sworn German translations.
- Filing: with one of the 16 federal states. Requirements and waiting times differ a lot between them, so the choice of state matters. Applications filed by 31 October 2026 still get the document review first by default; from 1 November you have to ask for it within four weeks of filing, otherwise the Kenntnisprüfung (knowledge exam) is the rule.

Questions we hear from Azerbaijani graduates
Do I need a residency in Azerbaijan to apply in Germany?
Not if you completed the six-year general medicine degree in 2011 or later. Graduates from before 2011 needed a one-year internship in Azerbaijan.
Will I have to take the Kenntnisprüfung?
It depends on your documents and on the federal state. In 2024 about two thirds of the positive decisions for Azerbaijan-trained doctors needed no knowledge exam, and about one third did.
Do I need an apostille?
Yes. Since 16 March 2026 Azerbaijani documents for Germany need an apostille instead of embassy legalisation.
I studied preventive medicine. Can I apply?
No. Preventive-medicine (hygiene) degrees do not count as medical degrees under German law.
I am an international student in Azerbaijan. Does this apply to me?
The German test looks at the country where you studied, not your passport. Whether your Azerbaijani documents show the same right to practise as for local graduates is not yet confirmed, so we check your case before you start.
